Advocate and researcher in the fields of public and administrative law. Moran holds a BA and LL.B. from the Hebrew University and is currently a doctoral student and a presidential scholar of the Faculty of Law at Bar-Ilan University. Moran interned in the Supreme Court and served as a legal advisor to the Local Government Economic Services of the Local Authority Ltd. She was a member of the research team on the Local Government Project – Constitutional Principles at the Israel Democracy Institute and published research on public participation in local government. Additional policy studies in the fields of criminal and administrative law were published as part of her research and research fellowship at the Kohelet Policy Forum.
